Reaction to second draft of Mutirão Text

BELÉM, 21 November 2025 — Following almost two days in a holding pattern, new iteration of texts was released in the early hours of the morning.
Reacting to the new Mutirão text, Dr Sindra Sharma, PICANs International Policy Lead says:
“The updated Mutirão text acknowledges the science and the urgency of 1.5, but still avoids the one commitment Pacific and Small Island Developing States need most - a concrete plan for the phaseout of fossil fuels. Without this, the text falls short of what science, the ICJ Advisory Opinion and our lived realities require. The Pacific cannot accept language that weakens finance obligations or shifts responsibility onto those already most at risk. In these final hours, the text must be strengthened to protect 1.5 and ensure a credible, just pathway for our communities.”
