COP30 Outcomes Analysis

COP30 in Belém, Brazil marked a pivotal moment in global climate negotiations, and a sobering one. From the failure to secure binding commitments on deforestation to the absence of fossil fuel phase-out language in the formal outcome text, the conference fell short of the ambition the climate crisis demands. While some progress was made, including a just transition mechanism, a work programme on climate finance, and growing political momentum around making polluters pay, the overall package left Pacific Island communities and other vulnerable nations disproportionately exposed to worsening climate impacts.

PICAN's full COP30 Outcomes Analysis provides a comprehensive breakdown of what was agreed, what was lost, and what it means for the road ahead. The report covers key negotiating outcomes across forests, finance, fossil fuels, and adaptation, examines the formal decision texts in detail, and analyses the roles played by major country blocs, from Brazil's Presidency to the obstructionist tactics of Saudi Arabia. Download the full report below to understand the complete picture of what happened in Belém and what Pacific Island nations must push for going into COP31.
